This is how i fixed my call of duty4, so what you have to do..
Search catalyst: Go to basic set-up, next, quick settings,3D quality,go, click on “use 3d setting below:” then watch the video

Catalyst is your graphics card. or nvidia or any other type, find it then do the same as what im doing but on your card.
the bar was already on balanced???plz wat do i do
type -dxevel 81it lags a litle more but its way better

It aint working with meh … im with Nvdia GPU and it isnt working but … hey im having the problem with Cabal.
Try looking at the file called KERNEL32.DLL (in the windows directory). It may need to be updated
